It IS a free meal! The premium refers to the fact that its the character breakfast. So, Minnie & Friends at Plaza Inn, Goofy's Kitchen in DLH, Surf's Up Breakfast at PP, Ariel's Grotto (so I assume lunch works here!). So, a pretty good deal! The limited time magic will have special castle effects at dusk according to the disney parks blog. "At dusk, hues of red and pink will bathe Sleeping Beauty Castle, with projections of flowers and hearts."
I'm sure a search will show lots of other posts about proposing at DL. Some popular ones seem to be in front of the castle, by Snow White's wishing well, and in the plaza between DL and DCA. I think blue bayou for dinner right near the water would be lovely. If you go there call ahead for reservations for the special table.
