I know why there are balloon pic withdrawals! Haha it's because the shortage on helium! We walked all day in both park and only saw one balloon person... The costume rule is only lifted during Mickeys Halloween party, as far as I know. Yes, I've had to deal with some guests trying to create their own character meet and greet in an area and we've had to stop them.
