Now, this was from one CM at Splash Mountain who told me last week that they are going to start enforcing the return times because they were having a problem with visitors collecting passes all day and then redeeming them towards the end of the evening. I remember specifically reading a statement from OSHA that they did NOT have anything to do with the railings put up on Alice. While they were there inspecting other attractions, they did however mention it was unsafe for workers. Disney decided to be proactive and make it safe for the workers. It's a temporary measure until something with better theming can be installed.
