You can go to City Hall, but they pretty much only tell you if he is visiting or not. He is a very hard character to pinpoint when/where he will be. We tried many times with no luck. Finally, we asked over at Pixie Hollow and they went to find out for us (my kids were dressed as Peter & Hook, so they really made an effort to find him). We waited awhile before he finally came by. If I were to go again I would hit Fantasyland first, as it was definitely the crowded area. And I would also dress up-I ended up being one of the few adults in the park without a costume.
