They don't have to be present, but the tickets must be activated (used for entry) that day. So say you are going to breakfast at storytellers, have everyone walk through the entrance, take their tickets, and they can leave. You need to have everyone's Tickets/APs, and all tickets have to have been activated/scanned in that day to be able to generate a fast pass.
