Yes, the menu downstairs in Carthay Circle's lounge differs from the menu upstairs in the restaurant. I know for a fact that they frequently change the menu upstairs to keep it interesting. Don't be strayed away from this restaurant because of the lounge's menu. I have enjoyed eating at this restaurant the few times I have been. I've eaten lunch and dinner there, do keep in mind that both of those menus also vary. You may want to contact the restaurant (through the Disney Dining phone number) and ask if there is a way to see their current menu.
